Why did the 👌 OK-hand emoji become controversial?

In 2017 a fringe campaign tried to redefine the 👌 gesture as a hate symbol. The Anti-Defamation League briefly flagged it, then clarified that the emoji itself is still overwhelmingly used in its original sense — “OK”, “good”, the number 3, or a “chef's kiss”. Context, as always, is everything.
