What does the 🙃 upside-down face mean?

🙃 conveys a playful or resigned kind of awkwardness — passive-aggressive humor, “I'm fine but I'm not fine”, or deflecting something uncomfortable with a smile. In newer usage it's become the universal “this is fine” face.
