What is UTS #51?

Unicode Technical Standard #51 is the official emoji spec. It defines how emoji are named, classified into groups and sub-groups, how ZWJ sequences are formed, and how platforms are expected to render them. Every new emoji proposal has to fit inside UTS #51's rules. You can read it at unicode.org/reports/tr51.
