No. Apple Color Emoji is a system font installed only on macOS and iOS. Apple has not licensed it for use off-platform, and the design is copyrighted. Bundling the font with an Android or web app is a copyright violation.

Use Twemoji, Noto Emoji or OpenMoji if you need a cross-platform emoji set.
