Is there a keyboard shortcut to type a specific emoji?

Not natively — no single system-wide shortcut binds, say, 🎉 to a key combination. But you can add a text replacement (AutoCorrect): iOS Settings → Keyboard → Text Replacement, or macOS System Settings → Keyboard → Text Replacements. Map :party: → 🎉 and typing the shortcut inserts the emoji.
