Will all platforms eventually converge on the same design?

Unlikely. Each platform treats its emoji style as part of its brand identity — Apple's look is recognizably different from Google's or Microsoft's, and that's intentional. However, Unicode guidelines push platforms toward keeping the meaning consistent (e.g. every 🔫 has to look non-lethal, every 🔫 has to be recognizably a water pistol).
